A post on tennisforum says that (q6) Greet Minnen was #1 alt. And she does look to be the highest ranked at the relevant rankings date, 26/07, of these in qualifying. She was WR 109. Konjuh was WR 115 with a big leap coming when she later reached the SF at the San Jose 500.
