Yes, it's because Evan has scored most of his points at ITF level so far this year. Taking into account those points, which will happen come August, he would be in the top 10 now. Under the current (temporary) system we only have 18 ranked players still.
re Jan v Brydan. They have actually played twice before, both times Brydan was lower ranked and both time Brydan won, quite comfortably in the end. Within one week of each other, strangely back in October 16.

FANTASTIC start to the summer for the NCAA champion, if he can get a real foothold in challengers this summer that would be a major stepping stone for him! I would imagine South Carolina will facilitate a Challenger level autumn and the NCAA win will get him wildcards in the US. Very exciting progress!
Evan broke at the start of the second set but ended up losing it 4-6
There was some good play in the second set but, again, as previously, he lacks the rigour to string together three or four good shots, instead playing one and sort of hoping that'll be enough.
