Perhaps because with Mr Hutchins' ranking considerably lower, they wouldn't be as highly seeded? Also were I Mr Fleming or Mr Marray, I'd try for a high seeding at some Challengers to "gel" and get some easier points and then go for 250s.
As Ross has now announced his retirement from the game, I wonder if Fleming and Marray may stay together?
