He's hit one 132mph serve today, faster than Gonzo (120) but you're right the average is way down at 109 (Gonzo 103). Although I remember the commentator saying during the Federer match that Andy takes down the speed on purpose to gain accuracy at the moment - those were his easiest points against Federer, it apparently worked every time... but I agree, he has to get the accuracy he's got on the lower speeds also in the upper speeds, so that he can use the slowing down as weapon of choice rather than of need.
