Singles ranking-wise, there's not much in it but we should have the edge in doubles. Peterson is a seasoned pro, and from what I've seen is pretty even-headed - also made the 4th Rd of indian Wells this year, if memory serves. It's a decent draw but still tricky.

If we can't beat Sweden without Emma (and I'm not trying to be arrogant here) at home then big questions should be asked. Peterson is a decent player but has been injured quite a bit recently and is very beatable. The only other top 200 player they have is Bjorklund. Otherwise all their women are ranked 350 or below.
Back in 2012 we played Sweden away with the goal of reaching the World Group playoffs. This was the first of 4 away ties trying to make the next stage up all of which were lost. Sweden won 4-1 winning all the singles with Larsson and Arvidsson. Annie K played 2 singles for us with Laura and Bally one a piece. Bally and Heather won a dead doubles match. When we did eventually get a home tie in 2019 and win the tie the rules were completely changed. On top of that Katie Boulter sustained a serious injury.

Disappointed to see Lissey and Liv dropped. They might not have had has good a season as 2021 or 2022 but have always performed well when selected. Heather and Harriet rarely play together outside the grass court season and the latter has shown almost no form until this week.

I guess , being frank, Harriet and Heather are better doubles players than liv and Lissey or Maia and Naiktha, regardless of rankings or how much they play. And both can play singles if needed, and are experienced. Makes sense to me!
I think it is a sensible selection for this tie. If either Heather or Harriet should be injured at the time of the tie there is always the fall-back position of bringing in Lissey and Liv (who did beat them in Surbiton but lost at Nottingham)

In previous tie's, Harriet has been the leading Brit and playing her singles matches, and then having to play in the deciding doubles rubber understandably was too big an ask. This time, with the topsy-turvy rankings the way they are, Harriet will be singles cover in case of injury to Katie / Jodie. She should therefore be fresh for the doubles, and both her and Heather will have plenty of hitting practice against the other two during the preparation days. As long as the two currently-leading Brits don't pick up an injury in the run up to the tie, it should all work out.
