 I think I saw that - I have seen Sharm mentioned as being a venue for qualies and a challenger alongside it...

a bit more info - qualies possibly in Middle East or USA, and 2 ATP events and 2 WTA events week before the AO, and possibly other events in Middle East in early January

Seems a sensible solution. Not ideal but the best of a bad situation.
I guess on the mens side the qualifying would involve Clarke, Broady and maybe Murray.
