Yes, with your last junior year being the year of your 18th birthday someone like Lui Maxted (dob 02/12/03) can no longer play juniors comparatively much earlier than an early in the year dob.
Though I guess if you are going to make it in seniors you want to have begun to move over before your 18th birthday anyway.
Lui is currently JWR 172, before his 16th birthday, and will then get that big jump when the 18yos leave the rankings at year end.
