(They did a wheel change challenge, there have been photos and video clips on Instagram) One of the accompanying photos shows that six of the GB top 8 were there (no Jo or Naomi), along with a numer of othere includding Annie, Anna and Jos - plus a number of others I can't identify.

Well it seems that Jo WAS there - just not visible in the photo I saw !
Where exactly was Jo? On Katie Swan's twitter account she doesn't seem visible in the group photo. There is then another pic of them with 5 and half people in it. Heather Watson is in the centre and is the player only half visible Jo?

Well now satisfied that Jo was there because she has now put a picture on instagram. So that solves that one.
I reckon it will be those four, with Harriet as a strong backup for doubles. But Katie S and Gabi should also be involved, even if only as practice partners. It would be good for all the younger four to get some experience at the event, but not sure how that could be managed.
It's teams of up to 5 now isn't it? If so, I'd add Katie S to those four assuming Anna won't be ready by February. I wouldn't rule out Emma being involved somehow, schoolwork permitting.
I think Fed cup is still teams of four.

"TEAM NOMINATIONS
Each competing Nation must, no less than twenty-eight (28) days before the Monday of the week fixed for the commencement of the event, nominate in order of merit to the Fed Cup Executive Director a team consisting of either:
i) 3 players including a playing Captain, or
ii) 3 players plus a playing or non - playing Captain, or
iii) 4 players plus a non - playing Captain."
Who do we think? Jo, Heather, Katie B and Harriet, with the former 2 playing doubles?
If it's indeed 4 yes that's certainly looking the 4 if all fit and well. All can do a decent doubles job ( and without Anna there is no specialist doubles player with a case anyway ), even if Katie rarely plays doubles these days.
So can judge the most appropriate doubles pairing on situations and form.
Katie Swan next in.line. Don't think I'd involve Emma at all at this stage. Even if available leave her doing her own thing for now.
