I should add, this draw doesn't seem to meet the Fed Cup's rules for how draws are completed. Based on Appendix A, the top 4 seeds should be put into 4 separate pools, thereafter teams should be drawn in groups of 4 based on ranking order. If any are left over, the draw should be completed so that the highest ranked teams are in the smallest groups.
That being the case, Estonia and Bulgaria cannot be in the same group, as they should have been drawn and placed into separate pools together in group 3 of teams, and Bosnia has to be in a group of 4 as the lowest ranked team (placed last along with the other 'hangover' Latvia).
Maybe I'm missing something, but it seems to me this is wrong?
I see from the rules that up to two of the four nominated players can be changed up to one hour before the draw for the tie, so there is still time for a shuffle.

The chances of any changes to the team is remote as they are already in Estonia (bar Joss who was playing in Glasgow today) and there is no nominated reserve as far as I'm aware.
The choice for singles is obviously Heather and Jo, the only question mark would be what our best doubles team is. I think Plan A would be to win both singles matches in every tie then play Joss & Laura in doubles, but if it comes down to a decider then one or both of Jo and Heather could come in.

No, doesn't look like it. Rarely is below World Group II.
Streaming is also hard to come by at this level, and even when it's supposedly available, the service quality is often very poor. Estonia apparently has very good internet connections though, so here's hoping.
