This is from last years tournament - nothing from the WTA:
"Member nations and their professional tournaments have already donated 2 ATP World Tour wild cards, 20 ATP Challenger wild cards, 25 ITF Womens Circuit tournament wild cards at $25,000 level or above, and over 40 wild cards for ITF Mens and Womens Circuit events at $10,000 or $15,000 level. Players will have the opportunity to select wild cards for use in 2015 and 2016 in the order of their final finishing positions."
In that case I'm not sure why Katie is playing as she won't be able to use the wildcards as she will require them for the grass season unless they are classed as JE's
I must admit I'm a bit lost as to the WC / JE situation though I'm surprised from all the 'gifts' if there isn't some potential benefit to Katie in that regard. But even if there isn't she could always just want to compete in this event for itself and how it fits in with her upcoming senior tournaments.

If this is from last year, then I assume this year's players would be able to use the wildcards in 2016 and 2017? I think next year Katie would be able to use the full allotment of wildcards (I think she would be restricted this year), so it probably might help having additional wildcards for 2017.
I'd imagine the 2017 ones are only for the months prior to this tournament. From a glance at the WTA rulebook, you get the full allotment of wildcards the day you turn 17, but any already used that calendar year are deducted.
Therefore, she would have have 3 WTA, 2 WTA-Q (1 already used in Miami), 3 ITF and 3 ITF-Q wildcards available.
However, if this year is similar to last, there are no WTA wildcards on offer, so a 100/75/50K overseas wildcard would be of use. Also, the travel money is probably a bigger reason for competing than the wildcards.

Don't think so - JE and wildcards aren't mentioned in each other's sections of the rules. Junior exempt for finishing #3 is 2 x 50k and 1 x25k entries.
