Same old dilemma for us as DC. We want our players to do well individually, but that takes a toll on the body - especially run of six hard matches and the flying JoKo's just had.
Personally I'd like the youngsters to have a go. It'll be great experience for them, and so what if they don't win.

However, if I ran the world (!!! ), the first thing I'd do (before tackling poverty and war, naturally) is make Fed Cup and Davis Cup every two years (to be held in alternate years).
It would make it more 'valuable'. mean players were more likely to make the effort if it's a bit 50-50 as to whether they can play or not,and make it way better for fans and spectators because otherwise it just comes around all the time, like there's no break.
And, yes, the youngster(s) are going to have to have a go, because that's all Judy's got - which was (presumably) a risk that she had thought through - Laura was never a 'given' and therefore you only needed either Hev or Joko to be sick or injured (perfectly possible) to have to now rely on the young reserves.
I think either is a far better pick than Anna. I would expect Judy to go with Katie as, I believe, she knows Katie a lot better. But Freya is a very calm, measured person - not at all the sort you'd expect to blow up and go AWOL.
Or four ( two years after each Olympic year), with points that are worth having.
I'm looking forward to seeing how the juniors do. I loved following Laura, Hev and Jo up the ranks, and seeing Jo and Hev in the flesh up close at my local tournaments. I look forward to the same with Katie and Freya.
The decision for Laura not to travel was (presumably) based on the assumption that Jo would play and so she would just be there for practice/support. I don't know if there would be the option to change her plans again if it was to actually play but to be honest at this moment in time Katie would probably be a better choice anyway.
Although, if I'm in CD-in-charge-of-the-world-mode, I'd get rid of tennis in the Olympics too (as well as rugby, golf, and a hundred and one other daft included sports)
My take on Jo's situation is that she does have a long standing condition of this sort, and the stresses and strains, physically and emotionally took its toll from getting through to the semis last week. She is just not used to this sort of run in an event of such magnitude. She'll be back 100% if we get to a playoff tie. Also hopefully Laura will be ready then as well.
Another solid days worth of practice put in by the team, we started off with a foursome ( Hev/ Freya/ Katie/ IB ) They went through a few drills for an hour and a quarter. Then Hev and Freya retired, whilst Katie played a little with IB, and on another court Joss and Anna went through their paces, before IB joined them for a bit of practice. I didn't return for the late practice the team put in several hours later. Louis will join up with the squad tomorrow, and he no doubt will work his magic. Very breezy generally, but we have put on the most hours of practice by any team so far. Quite a few teams only just turned up today. Didn't see any sign of Vekic for Croatia. Just to mention that Freya comes across as a huge raw talent, her strokes don't look like quite as refined as Katie's, in particular she has quite a big swing on her forehand side, but my word there's plenty of power there.

Katie has got the nod (LTA tweet), so she'll be the youngest British Fed Cup (or Davis Cup) player ever at 16y 316d on Thursday, taking over from Anne (17y 221d v Sweden in 2001)

Answer: She won GB's longest rubber to date (2h 45m) when she ground out a 3-set win on clay from a set down against Pironkova (and the Bulgarian crowd) in Plovdiv in 2007.
