Yes, they haven't made it easy to follow but your research got a bit further than mine. The tournament is scheduled for 6 days so there is definitely scope for quarter finals but it might be a case of finding out as it goes along.
Last year it also ran for 6 days but only one team from each group went through (to the SFs), with 2nds playing off for 5th-8th, 3rds for 9th-12th and 4th for 13th-16th. The SFs & playoff SFs were all held on the Friday then half of the finals/classification matches on the Saturday and the other half on the Sunday. I assume it'll be much the same this year.

That's correct. Format is two singles and one doubles.

Format is as of last year - I assume all in playoff 5/8 will get equivalent points for team tournaments as per ITF site.
GB are 7th seeds and much will come down to Katie as to whether we make the semis - she is the female equivalent of Andy Murray in DC

I'm not sure what the rules are, but with only three players per team, the player playing both singles and doubles will play first singles to ensure sufficient rest.

OOP is singles followed by singles followed by doubles - one of the singles players has the play doubles. It would make sense for the first singles player to play doubles so there is sufficient rest. This is dependant on the rules of the tournament and whether the highest ranked player has to play in a designated spot etc

I'm pretty sure it follows the same format as senior Fed Cup i.e. lower ranked singles first, then the higher ranked singles then the doubles so no option to play Katie first.
