Yes, I agree, but I think it's more just the way things have happened with Katie so early moving onto high grade tournaments and then just not having ultimate successes though doing very well.
It maybe could have been read a bit, though more in another thread, as she's not a winner, can't win above grade 4 level. That I am sure wasn't your intention ( more as said related to the thread title she probably does need a title or two ), when I guess we all are pretty confident what would happen if she was now to enter grade 2s or 3s, though no reason to do so.
And as said, anyway she's only recently turned 16, and very much learning about so many things as she goes along, like so many.
And she's going along rather well with her recent ITF 10K title being in the bigger scheme more encouraging than any grade 2 or 3 title.
There's little practical advantage in being Junior number 1, until 1 January 2016.
The good news for Katie is that her two highest scores (270 +120) have come in 2015. So in the Juniors race to 1/1/16, she's only trailing Arconada (and possibly ANOther). If she can do as well in the three remaining quarters of 2015, she should be either JR1 or JR2 by year's end. She can also now reasonably hope to have her own half of the draw at most junior tournaments, and perhaps her own quarter at the Slams. As noted in the top post, many of the other girls in the top 10, have got what they wanted from juniors (a top ten finish for 2015) and have moved up to the women's tour.
If JR1 is her aim, and fwiw I think it should be, and that it is realistic, it will help her little to play and win any Grade 2s or Grade 3s. She could win a Grade 3, end up dropping the points as her seventh best score, and still fall short of JR1. She should be aiming to play only Grade1 and above. Particularly of course, the Grand Slams. Winning one of them would be up there with making Jr1.
Her Easter Bowl doubles win is very encouraging. Still needs to work on her movement, netplay, and backhand.
Just stumbled across another example of another girl who had a promising juniors career, except that she consistently lost every final she played at Grade 1 and above... Played 5, lost 5...

Unless the young Russian top seed(or one or two of the top seeds) have a good week in Italy this week, then Katie should climb above Kasatkina next week into 8th. The following week is the grade A where lots of people have points to defend and Katie is entered, so chances for Katie to move higher again (She will climb above Bellis)

Katie up to 8th - With grade A this week, Katie needs to get 60pts singles or better or 20pts doubles or better to improve her score
Bellis loses 312.5pts singles points this week
Vondrousova loses 30 singles points and 62.5 doubles points - these will get replaced with next best of the same mark so no change
Shymanovich loses 62.5 singles points (replaced by 30pts) and 62.5 doubles points (replaced by 50pts)
So Katie guaranteed to go ahead of Bellis, the rest is in her hands
