Assume it must be that she plans to go to college. On a per tournament basis, prospective college entrants can only earn prize money which doesn't exceed their expenses comprising entry fee, transportation, food and accommodation.

Yes, college. In her presser, Bellis explained that she would not be turning pro because, should there be some unforeseen calamity in her development, she might need to go the college route, and she would be ineligible for a scholarship and entry in NCAA competitions if she had pro status.
It's a semantic technicality really, because supposedly amateur NCAA athletes in football, basketball, athletics and other American collegiate sports regularly get stipends and other non-monetary 'incentives' and sponsorships - often to the tune of hundreds of thousands of dollars and more throughout their collegiate careers.

Should be just clarified, that Bellis is perfectly entitled to take her prize money and still go to college.
She just can't take her prize money and then get a tennis scholarship to go to college.
