Very interesting that in the article from the daily illini, he was referred to all the way through as what appears to be his 'Welsh' name, which leads me to believe he has been leaning towards a GB change for some time.
That might just mean it's the version of his name that he uses in English-speaking countries.
Hard to imagine him not picking GB over Libya unless he wants to be unique or the Libyan government want to fund him when he leaves college, but he may be hoping to do well in college and then hope the LTA will want him to switch and think that playing for Libya until then will put him in a better bargaining position, who knows! (or he might even have just changed and be about to appear as GB on next week's ranking list!)

Libya is now a failed state with large swathes of the country run by various militias. What is nominally referred to as the government is struggling to keep the country in tact.
