Two weeks ago Adam Glynn walked away with both titles in Estonia and here he is top seed looking for a repeat. Top seeded in the girls event is Jazzi Plews, dropping down understandably after failing to win any matches in higher grade events this year.

Jazzi's situation is normal (especially in Junior in tennis). I hope she and those around her don't worry about it (if the performance dip is not injury related). As I have always said, disregard ranking/seeding/qualifier/main draw etc. She's got the game to see her through such periods eventually.

I appreciate what you are saying, that all juniors have dips. But can it be "normal" for a player in the same calendar year to reel off 21 wins in a row (which is exceptional) and then immediately lose their next 9 matches in 9 tournaments?
I think she's lined up to play the grade 1 pre Wimbledon at present, so I presume this tournament was about building back confidence. I feel sorry for her and hope you are right that her game is good enough to get through this slump.

Exactly what I am saying. That's the nature of junior tennis. There are lots of things going on. Not surprising at all. If "they" get preoccupied about it, the slump will take a long time to get out of.
Jazzi has at least had some joy in doubles making the semis. Adam can't repeat his Estonian dual triumph having lost out in doubles, though Jamie and Rhett have reached the semis.
