Presumably because it's easier to move all the juniors at one time to an alternative location and get lots of matches done, rather than chancing a situation in which people go on and off the outside courts in haphazard fashion, with some players perhaps not getting on court at all.
According to ZooTennis, Broady/Bambridge next face Peliwo/Uchida. If they get past them, they are most likely to face Kyrgios (half of the pair that won both Roland Garros and Wimbledon) and his new partner Jordan Thompson.
Hoyt and Ward-Hibbert get Friedrich/Monteiro, and Edmund/Silva get Cagnina/Mensurado.

Although the action at Flushing Meadow has been cancelled the remaining junior doubles first round matches are being played indoors, and Luke/Liam have made it a clean sweep
