Yes it's quite common to have one player in Middle Eastern Grade 5s who is ranked way above everyone else. Fatma Al Nabhani (who was top 100 ITF and now around 500 WTA) used to support her local Grade 5 tournaments in Oman. Dominique managed a good win over the top seed, but couldn't get past the second. She still ended with a trophy though, in doubles
