When do they decide? Will they have a chance to assess her performance at Roehampton (assuming she gets a WC there)

This is the process, as posted on the LTA website:

"Main draw and qualifying wildcards for Wimbledon Junior event will be
announced the week of 21st June.
The wildcards will be nominated by Nigel Sears (Head of Womens
Tennis) and Iain Bates (Junior Tennis Manager).
A combination of the following factors will be taken into account:
performances at Roehampton ITF, WTA and ITF ranking, results and
relevant ranking progress according to age in recent months and player
age / potential.

The All England LTC makes the final decision on wildcard selections."
