The seeding will be based on his ranking the week before the tournaments won't it, not on his position when the entry list comes out. Hope I haven't misunderstood your comment but he probably won't be seeded at all.
Andy might just scrape in as a seed again; he was 18th on Monday, the date used for the seeding list, and Baghdatis is definitely out. So he only needs one more withdrawal from those above him. I think Berdych is still injured so unlikely to play, and it is always possible that Fed, Rafa or both will withdraw as they did two years ago.
13-16th seed is no use really as it means he's got no chance of getting past the round 16, as I can't see any arguement that he could beat Fed, Rafa, Djoko, Davy on the clay, so this seeding limits his progress
That said, with Gonzo out, and question marks over Fed, Rafa, Berdych, Youhzny and whether Blake/Roddick will want to back up their success this week, I'm expecting him to make it and so at least have an outside chance of the QF's (that said, back to back wins would be great)
I hadn't realised that seeds 13-16 were grouped together to play 1-4 in the round of 16 - but I see this was the case in Rome too. Is this a Masters Series thing? It's more normal in setting tournaments to just group 1, 2, 3-4, 5-8, 9-16 - such that a player ranked, say, 16 stands an equal chance of getting any of the top 8 seeds in the round of 16.
Not sure I like this: it could actually be a disadvantage to be seeded since non-seeds at least have the opportunity of being drawn in an eighth of the draw that does not include one of the top four.
Neil Harman article in today's Times entitled (in the print edition, at least) "Murray the raging Scot running out of time to fulfil his promise"! An illuminating assessment of where things stand with him as he turns 21. Note the final sentence of the opening paragraph: "In which direction the former teenage prodigy heads is a subject convulsing conversation [in Rome]"! At least NoDjo's turning out to be the real deal!

It's cetainly the case in at least Grand Slams and Masters Series that 1-4 plays 13-16 and 5-8 play 9 -12 in the last 16.
Hence Djokovic in Monte Carlo and was in theory Nadal in Rome ( instead it could have been Ferrero who doesn't really do quareter finals in mandatories, then again Andy's only managed one in over a year )
With Baghdatis, Nalbandian and Gonzalez out, he's currently lieing 15th for seeding in Hamburg, so unless another 3 pull out ahead of him, he's looking at 13-16 again.
I doubt if there will be any more top player withdrawals, unless Berdych is hanging on to see if he will be fit and makes his mind up at the last moment.
I thought Fed and Rafa might withdraw, but as they are both out of Rome already I expect they will play Hamburg.

Highest seed left in the competition in Rome, after Almagro retired this evening. Can see him winning this if he's not careful. He's certainly showing AM a clean pair of heels at the moment.
Nadal again?! Of course, if he gets there this time, Rafa will probably actually be there.
I hope Andy is looking at where Stani's got this week and telling himself over and over again not to let a chance like the one in Rome pass him by again!

I'll be pleased if he gets to round 3....should beat Tursunov but atm don't really see him getting through round 2.
Simon loves clay, beat him in Rome last year and took out Tsonga last week. He is beatable, moves well, good at counter-punching on the run and has a decent serve but he doesn't really have a big shot. However if Andy plays as inconsistently as against Wawrinka he will struggle
Malisse has done well on clay in the past....got the firepower to blow a moonballing Murray off the court
