Hmm - I think that's just a presentational issue on the Belgiantennis.org site. The OOP just has four second round matches today: Norman, Boggo, Lopez and then the Olly Rochus match later.

The ATP OOP says that there are seven 2nd rd matches today: Norman, Boggo, Llodra, Lopez, C Rochus, O Rochus and Korolev.

I'd say that this is Alex's 2nd best win of the year, just behind the 3 set win over Seppi [who was then ranked 56] at Bergamo. This is the first time he's been this far in a 125K.
If Alex does beat Vliegen, then he'll miss Vienna qualies. Will he be able to then get a SE into Vienna or could he be offered one into Barcelona/Rennes ?
Even more good news, is that playing Vliegen will ensure really good score updates ! The Belgian no 2 is ranked 33, a career high. Though, as you say, he hasn't done much since June. He lost in 5 sets in rd1 of the US Open to Kubot, a qualifier and his sole win came against Marc Gicquel in Cincinatti. At Wimbledon he beat Novak in rd1 before losing to French serve-volleyer Mahut. He's at his best on slow surfaces, reaching the final of ATP Munich on clay and the quarters of Monte Carlo, he also made the semis of Memphis and Chennai and the quarters of San Jose, skipping the European indoor season. His best slam performance came down under where he reached rd3, losing to Chela. He can play on fast surfaces though, he reached the semis of ATP Halle on grass.
......and Llodra loses to Tipsy: so that's a new highest ever ranking for Boggo (unless someone from below the top 160 wins big this week - there's no- one on my radar yet)

am pretty sure he could only get an SE for barcelona or rennes as can't get SE for atp level if playing challengers, i think. guess he may go for rennes (as indoor hard court) but only $50k so may not bother! but getting a bit ahead of myself i guess!
when is the vienna qualies start? saturday or sunday, its only 2 matches so they may play over sun/mon, in some ways it would be a shame if he misses out as i think he would have a great chance to qualify. I think rennes would be the only sensible choice otherwise, but he may just take a weeks rest if he does well here.

i dont understand why players like viligen and rochus are playing challengers, while theres plenty at stake in top ATPs! they both top 50 players, had they been below top 50, then i'll understand. if murray was to play in the surbiton trophy, i'll be surprised, because he better than that, even though he may be paid 2 play in challengers like the belgians. BTW, i think its only belgians who play in their own home challengers.
