I don't expect so, it might be for a few easy points, but I'd think it more likely that she knows someone there, or has some less direct tennis reason - but I've no idea
But it is a common strategy - most coaches tell players to enter three sorts of tournaments: those at their level, those just above, and (less obvious) those a bit below - and not for confidence reasons, or whatever (because that implies you've been having a tough time, and so those level events might actually be your true level at that moment) but for precisely the reason of having the room and margin to try new things out
Honestly, I've absolutely no idea for Emily (I'm not even sure she has a coach) but it's possible
