What a shame for Emma, she looked so good at Queens, hopefully she can recover quickly and pick up form ahead of the US open. Harriet getting a lucky loser is a nice plus though, who is her round 2 seed?

Depending on the severity of the fracture a stress fracture will take 6 to 8 weeks to heal during which time you will need to rest the affected leg and certainly not put too much load bearing weight on it. After that you will need a period of fitness training to build up the muscles which will have suffered some waste. Let's see how she does but I would say 10 weeks before she is back on court in any decent capacity is a possibility. So may be 1st week of September.
With luck she might make the US Open but I'd say it is unlikely. Though treatment is so much better now than it used to be.
Such a pity for Emma to have another injury that will keep her out for weeks.
I fear it is too late for Ostapenko to be promoted, as the order of play for tomorrow has been published.
From the Grand Slam rulbook "Any vacancy created by the withdrawal of a seed which occurs after the release of the Order of Play for the first day of the Main Draw shall be filled by eligible Lucky Losers."
