For the second LL place, do they pick from the remaining 3 names in the hat, or do they add the fifth LL as well, so there are again 4 names to pick from...

I believe that they put the top 4 in the hat and then pick all four out, so they have an order 1 to 4
And then work down that order as needed (so you know if you're #4 out the hat that your chance are slim - unless it's Nottingham W250 2026, that is )
I assume they have to sign in on-site, probably by 11am. The match is showing as last on centre
From a process perspective, you'd think a whatsapp or some online tool would do the job?
eg Player A is first in line, Player B second in line. Told they have to sign in by 11am. Player B travels from wherever they have gone to since qualies ended, not being involved in doubles draw and as keen to take part. Gets there to find out Player A has signed in and taken the spot. Player B wasted time, effort and money to get there, exacerbated if they arent British.
Surely a quick whatsapp message last night to the relevant players - "are you going to take the spot, Player A" - "yes please" - "player B, please stand down and get back to what you had planned" etc.
Or is old school where it is at?
The Lucky Loser list applies for the whole day, not just for players withdrawing overnight. They have to be on site and ready to play within 15 minutes of a player withdrawing. By signing in on site they are indicating they are there and ready to play.

For lucky loser places that are available prior to qualifying finishing n+1 players are put into a hat and drawn out, subject to a minimum of 3 players, where n is the number of lucky loser places available. For lucky loser places that become available after qualifying has finished they go in ranking order of FQR losers that have signed in for the day. If there are no FQR losers available they then go to the losers in the previous qualifying round in order of ranking.
n+2, minimum of 4 players is the grand slam procedure for lucky losers. ITFs do something different again.
