There is clearly an error in what you say was originally posted on the ITF site in that there is only 1 seed in the Q1, Q2 and Q3 sections. Whether it was posted on the ITF site wrong or someone mucked up only allocating 13 seeds is the question.

Edit: Looking again it seems like they had only allocated seedings to WTA ranked players.

Teddy P and Ophelia both did very well against top q seeds, but couldn't quite get a win, either of them

 I was surprised that they didn't allocate the last few seedings - only players with WTA or ITF rankings can be seeded, and there are some that could have been. I think, as you say, there was an error as the change is a straight swap of two players.
