Because the URL to the pdfs follow a standard format so all tnns need to do is put the tournament id in their database and URL will be dynamically generated, ready to access the pdf as soon as the draw is entered on WTA's servers. The WTA site since the revamp appears to be programmed not to show the html page for a draw - and therefore the link to the pdf - until the first day of matches for that draw which is just weird
