Of course Billy will be in one way or another. But first direct acceptance would still count as using up a MD WC restricting how many remained. It's not really a direct entry. So another w/d and proper direct entry would free up a possible additional GB WC.
I know. I was just making the point if someone uses their common sense Billy should be a direct acceptance no matter if someone withdraws or not.

I meant never in doubt that he would be in one way or another.
I kinda see what you mean that he will be next in line but to me, in the unlikely event that things stay as they are and he remains really one out, he will be in just because he is Billy the Brit, close to the top 100, rather than anything to do with being next in line. No judgement or common sense involved.
