Sadly, Billy misses out:

FQR:  Timofey Skatov (KAZ) WR 189 defeated (q7) Billy Harris WR 104 by 4-6 6-0 6-3  bleh

Billy played a long game at 3-3 and did not break.

Then Skatov played a good game next after Billy was 30-0 up and served it out well.

Billy has lost FQR at 3 Slams now, but must have a decent chance of a LL here.

In ranking order, except that there is a draw for the order between the N highest-ranked FQR losers, where N = 4 + the number of lucky loser places that have already opened up by the end of qualifying.

Billy is the 4th highest seed to lose in the FQR so must have some chance of a lucky loser place. The men's Q seeds have had a terrible time in qualifying here - only seed numbers 21 & 27 have made it through so far and only seeds 12 & 17 still have a chance of joining them! (both are a set up in their FQR matches, so they probably will)

Lily will be the 3rd, 4th or 5th highest-ranked FQR loser on the women's side too.

Am I right in thinking Wimbledon has best of 5 sets in fqr matches? If so is it the only grand slam that does that? It has seemed odd to change the format from one round to the next.

 They do.  I personally like it. That's what will be played in the tournament so it's just a bit of prep. There's atleast 3 days between end of FQR and the 1st round for recovery if the FQR goes to 5.
