Other option is to scrap play-offs altogether or play it right through and in only have one winner. But they'd have needed to decide that months ago.
Yes, I was surprised not to see Millie in the list as well, but when you look down the QWC list, I'd have been shocked if any of the players on that list hadn't got one too and there are no free spaces.

I guess the 16 players without one need to just get down to Roehampton and prove they should have had one - their dreams arent over, they just need to show they are best of the bunch that have been overlooked. Or the two best of the bunch

Any of them. Millie has shown more potential of being able to get a win in qualifying than any on that list.
But lets be honest all except Emily were locks weeks ago. And Emily has only got a place because Fran was moved up to the main draw because a place became available from Jodie's withdrawal.
I get giving Kerber a WC, she's a former champion here and has 2 other slams to her name. Osaka too, because she's a big name and great for publicity.
Wozniacki? I don't get it as much - just one slam, not a big name, and never made it past the 4th round here. Plus she just got trounced by Mertens 6-4 6-1.

Wozniacki has never got past the last 16 at Wimbledon and her 'comeback' - which isn't even a clearly serious effort - has been a non-event results wise. A bit of a strange choice to see the AELTC buy into whatever narrative Caro's team are trying to push about deserving one.

104 doubles wins in college tennis Ranked in doubles in every year of her college career - 70th in her first year, 22nd in her 2nd year, 11th in her 3rd year (with Nell) and 15th in her final year. played NCAA Championships in doubles in the last 3 years. So, yes, she's played a bit of doubles...
The women's wildcard selections are clearly congested, and I guess there were hard decisions for some places, such as Mika or Millie for a QWC selection. But as has been said, you have to consider in most cases who you are going to drop if you promote in one of the unlucky players.
On the plus side, if they are good enough then they only have to win 3 play-off matches to get a QWC anyway, against poorer competition.
The entrants for the play-offs are not available yet but to my mind the entrants will be (not sure about injuries but going on rankings and guess work):

She plays doubles, as a college player, even if she's concentrating more on singles now
So why isn't she on the doubles list?
