I give up! Apparently, the IOC threatened us with the loss of the right to host qualifying events for new Olympic sports unless we gave in. As Matthew Syed puts it in the article, "That's right: for the sake of hosting a breakdancing event in Stratford"!!! Break-dancing??? Who the hell decided that that was a sport? Despite our relative success since 2012, I'm not even convinced that tennis & golf deserve to be included. Pathetic!

I see nothing about charges for archive or anywhere to register. What I did notice the other day was that it no longer gets around the paywall. I wonder if what you've taken as archive charging is that it's archived a page as seen by a non subscriber and so includes the subscription offer for the Times?

ah, that actually makes sense and on closer look that is exactly what it has done, it is the subscription for the Times and not Archive itself. Good spot, and good news. However, the article is sadly not visible as it shows the first paragraph and then kicks into fading away and mentioning subsribing (to the Times!)
