The Masters/Premier events have always had different pedigrees but if the expectation is that they attract all the top players, they should all offer the same points. Both tours want to see the top players competing against each other more often, which has shaped the new strategy around the W500 events, but the 1000 events remain the priority. Many of you will have read about the proposed Premier Tour, which would see the Slams run the elite events (am not convinced this will work), but there's no doubt they are trying to better package the 1000 events.
That said, I do believe that certain events are much more prestigious. Indian Wells has been referred to as the fifth Slam (Miami formerly held that position) and the likes of Wuhan are never going to achieve that status. And I'm not sure that Doha and Dubai as back to back 1000s work either. But I can see the sense of trying to establish elite events across multiple continents.
