Yes, there seem to be an increasingly number of doubles players getting into qualifying when there are withdrawals. Has there been a change in rules regarding late replacements, meaning that other singles players can't just sign in?

According to the WTA Sam Murray Sharan is in the draw against Eikeri too.
Both Alternates. Eikeri replaces Kostyuk who has presumably moved to the main draw and Sam replaces Siegemund who is still participating in the United Cup.
Interestingly Siegemund is moved to main draw too. Assume she has a special exempt as a singles player despite not playing singles in the United Cup.

Interesting you have that view. I think the opposite and there's far fewer doubles players geting in as on site alternates than a few years ago.
You can't play a WTA event the same week if you are in Slam Qualies (this changed a couple of years ago, before you could but it led to lots of players throwing second round qualies or first round main draw to make it to sign in). So that rules out anyone ranked 110-250 pretty much, plus all the lower ranked Australian's who have wildcards.
There's also been a rule for a couple of years that noone below certain rankings can enter certain WTA category events in advance. They can still sign in as on site alternates but it's a much more uncertain approach than when you enter ranked 600/700 and see your name get closer as people withdrew and make a calculated risk it was worth going to sign in.
So that's one reason you tend to particularly get these spots filled by doubles players who are on-site anyway.
