Neither draw looks very easy. Two experienced campaigners with decent current forms.
Yanina Wickmayer was ranked 140 with 488 points at the start of June before playing Surbiton, so has made good progress since reaching 770 points.
Valeria Savinykh has moved from WR240 on 299 points up to WR180 on 411 points in the same period.
Should Lily get through then I assume she'd have to play Q3 today also. The Q3 opponent for this match has only played 5 games of the 1st set of their Q2 match, so if Lily can wrap this up quickly she would have expended less energy today than her Q3 opponent.

You may well be right that the organisers intend or intended (before today's delays) to ask players to play a second match today, given the US Open history (which includes I recall scheduling Andy Roddick for a round 4 match before all second round matches had started one rainy year), but personally I would find that very unsatisfactory. Playing 2 matches in a day is common in 1 week events to ensure completion, but this is a 3 week event (including qualifying) which is at the pinnacle of the sport, so has the time available to ensure that players are not disadvantaged in this way. The forecast for Saturday is good, so there is no need for organisers to disadvantage some players with long second round matches by asking them to play again.
