I think Athletics banned Russia for condoning doping and did so before the invasion of Ukraine.

Typical WTA. Wait ages for them to publish the draw, and then they change it round.

It's unfortunate, they would all have been better off as it stood - Heather and Yanina could be a very useful pair if they gel as a team.

Don't understand how Lissey and Liv got much harder opponents as seeds than in the original draw.

Just the way it has turned out.

The odds are you get a better R1 draw as seeds, just in that you are guaranteed to meet non seeds. But in this case Lissey & Olivia were originally drawn to play non seeds anyway, so then for themselves no theoretical R1 advantage in becoming seeds and it happens, when inheriting the original #2 seeds' spot, they have ended up with higher ranked opponents in Heather & Yanina.

They will though, unlike originally, now be guaranteed to not play a seeded pair before the SF in that the 4 seeds are in separate quarters.

 The neutral part is only about the doping system they have been using.  Initially Russians could only compete if they were training in a Country outside of Russia with a legitimate doping strategy and implementation. I think the criteria is a bit looser now.

LONDON, March 23 (Reuters) - World Athletics has voted to end its eight-year ban of the Russian Athletics Federation (RusAF) but the country's athletes, and those of Belarus, will remain excluded from international competition because of WA's ongoing separate ban over the invasion of Ukraine, the governing body said on Thursday.

"Council approved the recommendation to exclude athletes and officials from Russia and Belarus from all our world athletics series events for foreseeable future due to the invasion and ongoing war in Ukraine," WA President Sebastian Coe told a remote news conference.
