 I suspect OER have got it wrong, as the 22-year old fits the profile of (perhaps) a college student who isn't playing on the tour so has dropped out of the rankings.

I tried searching for another Julia, but with no success. 

 I suspect that at some stage they've taken her junior ranking. It's been wrong since 2020 and adz1983 is the first to notice.

I remember Harriet Dart losing to a Julia Middendorf some years ago when JM was ranked in the 700s, you don't forget a result like that...
