Maybe it's dependant on where the finals are held. If Britain make a successful bid (or are the sole bidder) the Britain-France match would presumably not take place.

Why would we want to hold the finals again? Only 13,000 people turned up for the week in Glasgow. No doubt at the time the 2022 bid and finals was based on the Emma Factor and she never played. I would have thought that holding the finals would have made a big loss. A home tie in qualifying against France in April has more appeal . At least one knows who is playing on what day.

Hosting is almost certainly GB's only chance of winning the cup, and the team's unexpectedly strong performance last year would surely boost attendance.
Reported by Mike Dickson in the Mail on Monday that the LTA is unlikely to bid for the finals of the BJ King Cup again. The LTA incurred a large financial hit with the Cup last year said to have made a loss running into six figures.
Not sure where else to put this, but noticed that erstwhile Brit Adeola Greatorex is playing BJK Cup tennis for Jamaica, so I'm presuming has moved to representing them now. And doing a good job by all accounts, with her 4-0 singles record in Americas Group III matches thus far. Good luck!
There's only a wild card because the host nation is guaranteed a place in the draw. If the host nation was determined in advance, there wouldn't be this issue.
