  agreed in general but I wondered if he wanted to play and get a few wins in at a relatively low level, on hard courts, ahead of the grass? He is only playing this one week, from what I can see from the ITF entry list site, and so maybe it is home, practice next week and then Surbiton?

He's only just in the top 500

I remember the same comment about Anton being too good for ITFs and should be playing challengers. 

All the other 15ks this week have tons of players in the 500s.

Charlie is only just out of it.

It's difficult to plan your schedule in advance - he could still easily have been 500. 

And not always sensible to change it when you're basically still pretty close

Id also say that he has probably rarely, if ever, been a top seed in a professional tournament. This brings its own pressures and may be beneficial to experience this before moving up. Although clearly I. This instance the schedule would have been decided well in advance and he decided to stick with it rather than take a week off before the grass season.
