It seems like every country in the world is playing Davis Cup, have we a bye into the next round, or were we due to play Russia?

We have a wild card directly into the finals. Russia as defending champions had a bye but they have now been removed.

 Assuming Russia are still banned by the times of the finals. I guess a play-off loser will get in. First Davis Cup LL?!
