You could just see that break (and set) coming.

Harriet loses the second set 4-6 after being under considerable pressure in most of her service games, and not managing to get much purchase in Maia's service games (unlike in the first set)

I'm sure I heard the umpire call for new balls at the end of that set. Do they not change at 7 and 9 in itfs?

 It's 9 games and 11 games normally in 60, 80 and 100k ITF's
