Yes I read on tennisforum someone saying Muguruza was playing Moscow rather than Tenerife to "vulture" race points. But although Moscow has higher points I'd agree that any vulturing is with the Russian heading in the opposite direction.
From my limited experience of it they do talk some c**p on tennisforum
I might have missed someone, but I don't think there are any Russiosa in the Tenerife draw this week.
V. Gracheva is in the main draw and she is Russian. I. Khromacheva is the only Russian in the qualifying. Khromacheva was runner up to Ash Barty at junior Wimbledon 2011

I think Svitolina's choice is more to do with the other events location. She played Moscow in 2019 and said it was awful and that she wouldn't be going back. Plus, I'm not sure if the same rules apply for YEC's as normal years, but currently her lowest 'other' counter is 100, so I think she can only gain a max of 180 points race wise (although obviously not longer term ranking), and she's also used up her max W250 events for the year as a top 10 player, so won't be able to get a late WC into the events the following week, and thus don't think she can finish above 11th, so she will be relying on more withdrawals than just Barty and Osaka.
It is indeed a stacked draw in Moscow, and she has a lot more chance to do well in Spain, but in a different world, I think she'd rather be playing the W500 with the option on a W250 after.

Yeh, I did miss Gracheva, probaly mistook the flag for Slovenian. And Kromacheva lost in QR1. But I was referring to Svitolina anyway.

Yeah, I saw live tennis saying that as well, and therefore could pass Osaka (who likely won't be playing) and Badosa (who has sensibly just withdrawn from Moscow), but then that site hasn't been massively reliable in recent times, and I've heard a few say she is effectively out of the race, so I'm not entirely sure, but it usually is a case where your 'other' events have to meet a specific criteria.

There is an unknown in the race: a player must include 4 mandatory 1000s in their points tally. But Beijing isn't taking place this year, it seems Miami wasn't mandatory as no penalty points were awarded to players missing the tournament and it must be questionable whether IW was mandatory given the number of withdrawals. It has not being stated by the WTA what counter(s) will replace the required counter(s) for Beijing or any other tournament that was not mandatory this year, if any. Has it changed to players must include more non-mandatory 1000 they were required to play or simply changed to more 'other' counter(s). If the latter then Svitolina's lowest 'other' counter is 55 points from Eastbourne.
