R1: Emma Raducanu (GBR) 184 (CH=179 2021) v VAN UYTVANCK, Alison (BEL) 1 60 (CH=37 2018)
That could have been easier.

Ah, I thought I'd dreamt I'd seen this, because I can't find that info now but I was sure I'd seen it on TF at one point
Is that the one Jo beat in semi's at Notts?
It is on the TF site. Go to the WTA125 entry, Chicago, page 3. They also list four qualifying matches, WTA have not yet released a draw so we don't know for sure if that is the full Q draw though most people assume it is. Having an 8 player qualifying tournament for a WTA125 is a bit pathetic.
Ludicrously bad scheduling not to make this a 64 draw or have a decent US challenger this week too (no Lexington this year I note which is a shame as it's a nice double header with Landisville usually).
The lack of opportunities has pushed girls in the 150-200 range to just enter for doubles, again removing opportunity from others (looks like Tara/Emina and Em both missed the cut, with the latters partner leaving her at sign in to play with someone else to get in).

Though the whole direct acceptance field, not just the seeds, are pretty highly ranked, basically a line up of most of those who didn't get into Cinci. So rankingswise it would have been pretty tough looking whoever Emma drew.
