Thats a shame but clearly Andy feels he isnt ready or doesnt need to play. Presumably hes after a main draw wild card for fo still, perhaps he will keep on training ? Or play qualies...
Personally Id rather he did what he did a couple of years ago, play a few doubles events, get sharp, miss the French and go for the grass with Stuttgart , queens and wimbledon..
In the wta event in Parma, both Naomi and Eden are in the doubles field. Naomi with Asia Mohammed and Eden with Kim Zimmermann. Both have avoided seeds in the opening round.

There were 14 players left on the acceptance lists yesterday. Carla Nokes didn't make the cut (not unusual) and Iman Khan hasn't appeared in qualifying. Six in qualifying, with six more main draw acceptances. And that doesn't include doubles only entries (which usually aren't drawn until Monday)
Add:- Emily W-S is in Belgrade, but hasn't made the cut for doubles - last entry was on site CR230. Eden + and Naomi + are in the Parma draw

Well there are/were actually 17 women in the various draws this week, with Emily W-S getting a late place in Belgrade doubles, Iman Khan with a MDWC, and Olivia Nicholls playing doubles in Spain.
