Does this mean he currently get's semi-final prize money but has no ranking points earned so far? So he'll either get 0 if he loses the semi-final or be on 150 for the tournament if he wins the semi?

I think he will get the SF ranking points if he loses the SF, or at least some of them.

To be fair to Rublev it's not his fault that he's getting walkovers and he would have been clear favourite in both matches ( so probably effectively a penalty not to give him them ) rather than an outsider totally lucking in
