I believe that gives Jizel an ITF ranking point. Does she need to get points in three ITF tournaments before she gets an ITF ranking?

No, a single point will give an ITF ranking. Currently somewhere between 1740 and 2048, depending on the number of events played - the more events played, the worse the ranking.
