I believe so. Well at least back as far as 2016 anyway. She has won two matches in a clay tournament before, both in Rome, 2016 and 2018, but with 64 draws, that only got her to the L16.

Yes.
4 previous R16 losses on clay at WTA level - 3 of which were in Rome ('16, '17, '18), Stuttgart ('17) the other.

L16: (7) Johanna Konta WR 47 beat Ana Bogdan (ROU) WR 132 (CH 59 in June last year) 6-1 6-7(6) 6-2

 

QF: (7) Johanna Konta WR 47 vs (2) Hsieh Su-wei (TPE) WR 24 (CH 23 in February 2013)

 

H2H is 4-2 to Jo with Jo winning the last 3 meetings. On clay it is 1-1, Jo winning 6-0 6-4 in last year's Rome Premier 5 L32 with Hsieh having previously won 1-6 7-6(2) 6-4 in the French Open 2017 R1. Their last meeting was a couple of months ago in the Indian Wells Premier Mandatory L64 with Jo striding to a 6-0 6-2 victory.

Not sure that the doubles has taken that much out of Jo 

QF: Harriet Dart & Johanna Konta CR 216 (104+112) lost to Georgina Garcia Perez & Oksana Kalashnikova (ESP/GEO) CR 197 (115+82) by  6-0 6-2

Of course not the main goal here but surprisingly one sided after they beat the #2 seeds in R1.

Jo was a break down early on, but has fought back and they're into a first set TB.

....which Jo managed to lose 7-1 cry
