Drawing the top seed is not normally the best option, but with Evan's form recently, this could be seen as a good test of whether he is ready to step up to Challengers. If he plans to do that, he will need to have these sort of matches under his belt.

It does appear that he managed to get that ATP ranking of 330 largely by gaining points in ITF tournaments. Like folks used to do in the olden days.

83 of Dima's 84 points in his ATP 330 ranking come from two ATP challengers. 80 of these are from a clay challenger title last September in Romania as a WC, to be fair beating 3 top 200 players on the way.
With the very minimal 1, 3 or 5 points currently ( and retrospectively ) on offer from 25Ks and 25K+Hs it is very difficult to achieve any sort of decent ATP ranking largely from ITF tournaments.
His first competitive outing of 2019 in his "activity" was last week.
