CD is definitely the Stuart Parker expert here, but from what he has said previously, Stuart has spent a lot of time playing French League tennis and been quite successful there.  I will let CD fill in the details.

As far as I know (which is not a lot):

He plays for St Malo, so very easy from Jersey. 

But has chosen to base himself now properly in France for the sake of his tennis. 

He actually plays a lot money tournaments, and high level team tennis. Which is why you know from his domestic ranking that he's under-ranked at ITF level - the domestic rankings in France are very good indicators because they're based on such a depth of results - Stuart's played 30 pretty top level matches in the last 4 months. He's beaten Michon, Obry, Broville, Ivo Klec, Alexandru, Martineau and other decent players (some of these no longer play ITFs but they're all playing lots of top domestic tennis)

I had always assumed he was doing studies somewhere, which was why he wasn't playing so much at age 19, 20 etc., and now - age 21 - can really go for it. But I don't know if that's true....

The lack of junior tennis is, again I assume, just the sign of someone who played domestic tournaments instead, as many do. But, again, not sure. He certainly played for Jersey's team in many commonwealth-y sort of events
