Under the old WTA system, Mandy had 2 counters making 3 points. This would be her third counter, so a ranking yes.
Still haven't got my head round the new system for next year. But according to OER, it would put her between about 755 and 785 tied on 18 points

 Both, I think, are correct. Should mean she should be able to get into 15k qualies without being on the Alts list or scrabbling for a wildcard.

It should be noted that OER are only including 2018 counters in their ITF rankings and I think are only including main draw entrants (that is they only count the 1 point for the FQR if they are a Lucky Loser) so Mandy will be a little lower than OER are showing in the official shadow rankings. 18 points should put her around 820.

Before anyone says it, regaining a ranking this year won't help her for entering tournaments as by the time the points are added they will only be available for Week 52 entries and there isn't any tournaments that week (and its Christmas). The shadow rankings will be used for entering tournaments from then on.
