Jay may have drawn the top seed, but Thompson is the player he edged in the Binghamton final to win his first Challenger singles title.

It's also worth mentioning that one Ivo Karlovic is in the draw (former top 15 player) although he is still to play his challenger final against David Ferrer in Monterrey Mexico (39 year old vs 36 year old).

No, I'd prefer Evo just to get on and gather as many points as possible. In the relatively short term he is the one heading higher and catching up on lost time and lost ranking. Jay will come again but not happening for him just now. Maybe he'll indeed gather a bit of inspiration with Thompson there across the net again.

Liams instagram shows he was / is in San Franscisco and was watching a Columbus Day parade.

Was he even down to be playing this tournament in the first place?

Fairfield is only 40 miles from the centre of San Franscico, so he should have been in qualifying.
