TennisForum certainly has a section, 'Enter Player Forums' that is organised by nationality, and acts as a proxy for fans of many countries as a national discussion forum for their players.
For example, here is a sample from the Europe forum, showing the separate country forums within:

Each national forum is then further split by player or theme; you should be able to find something for most any country.
